Rosalie Balkin

Dr Rosalie Balkin AO is Secretary-General of Comité Maritime International. Previously, Rosalie worked as Director of Legal Affairs and External Relations at the IMO. As Director of Legal Affairs, Rosalie also served as Secretary of the IMO Legal Committee and Executive Secretary to the IMO governing bodies (Council and Assembly). She was Assistant Secretary General of the IMO between 2011 and 2013.

Before joining the IMO, Rosalie was Legal Adviser to the Commonwealth Ombudsman (Australia) and Assistant Secretary in the Office of International Law at the Federal Attorney-General (Australia). She held several academic posts, including at the Wits University (South Africa), Melbourne and New South Wales Universities (Australia) and Cambridge University (UK).

In 2018, Dr Balkin was made an Officer of the Order of Australia for “distinguished service to maritime law through roles with a range of organisations, to the improvement of global shipping transport safety and standards, and to education as an academic and author”.
